Revitalising Central Dandenong

Infrastructure Recovery Charge

Building Surveyors

All relevant Building Surveyors must notify the local Municipal Building Surveyor (City of Greater Dandenong) of all Building Permits required within the declared area within 14 days of granting.

In the instance of stand alone building works the charge will have to be paid before the issuing of a building permit.

In the instance of a stand alone subdivision, the charge must be paid before the issue of a statement of compliance.

Application for Building Permit Process

Building Surveyors are required to notify VicUrban of ALL building permit applications within the declared area and similarly council will be required to forward all subdivision applications, with statement of acceptance of cost of building works.

VicUrban will supply a statement of charge to the applicant within 28 days, which will include the relevant calculations, assessment of value, procedure for paying the IRC and due date for payment, notice to the Building Surveyor and local council, to put them on notice that the IRC is or is not payable.

Agreements may be entered into for payment of the charge, such as payments by instalments.

The process to work with the Building Commission and the Australian Institute of Building Surveyors to implement the Charge has already commenced and is ongoing. Specific communication and education will be targeted at Registered Building Surveyors who are responsible for advising VicUrban of proposed development on receipt of a building permit application.

VicUrban must give notice of payment of IRC, or alternative agreement to the building surveyor. When this has been received by the building surveyor, they can proceed with the issue of Building permit.
